Value proposition
The points exchange ratio without the bonus offer is 1:2. That is, 1000 Membership Rewards points = 2000 Hilton Honors points.
With a 30% bonus, we have a transfer ratio of 1000 : 2600.
You can buy Hilton Honors bonus points for as low as 0.5 cents per point, Hilton offers such sales quite often and it’s more profitable to buy points than to buy AMEX points, which have a much higher value when transferred to airline partners (e.g. ANA).
But there are cases when it can make sense:
1. You have already exhausted your annual points purchase limit
2. You see a great deal on a Hilton stay and have no reason to keep and accumulate AMEX points

Conclusions
Although Amex points are typically worth more when converted or transferred to airline partners and used to pay for overseas travel, it makes sense to transfer them to Hilton when your main objective is to use your rewards to book a luxurious hotel stay (especially if you want to take advantage of the free fifth night).
